An intercollege competition was organised by IHE, DU with the collaborator Academy of Pastry Arts on 26th February at 3 pm which was postponed at the last moment by the organising committee which was supposed to be the Student’s Union as per the registration form.
As mentioned about the instructions in the form, the students were required to bake and present in the college and were to be judged based on taste and presentation.
One of the participant,  Shaurya Aggarwal from Lakshmibai College claimed that “As we reached halfway and had to inquire about some technical thing so we called up the respective number being informed at that moment it has been postponed. There was no notification given to the contestants regarding the same. This is lethargic of the student committee and the organisation failing to inform a minimal thing hence disrespecting their hardwork. We want a compensation for the same as this is a high level of utter ignorance and unprofessionalism. We beg to differ the fact to let it go as zealing efforts were put into this by us and other teams as well. This is disgraceful for the organising committee to play out with people’s toil. “
However,  other disheartened participants claimed that they received a mail regarding postponement of competition at 2:50pm while the competition was supposed to start at 3 pm which apparently is an inappropriate time to be informed.
On the other hand, Yashika, the President IHE Student’s Union take said “We tried calling participants or mailing them in the morning only but due to bad network issues it got delivered that late n i believe if its an issue we should be the one they should contact and work this out with we even asked whoever has reached to pls reach college and submit their cakes.”
According to her, “we tried our best to help and rectify the situation, because it was something that was beyond our control and our first one of kind event  that was hosted and we faced some genuine issues due to which it was postponed last minute.”
Lastly,  she added, ” We are ready to take on the responsibilty and help we would need that support from fellow mates. We believe that if someone postpone all their hardwork their must be a strong reason backing it.  So we could have only hoped that participants would understand too.”

ABVP against NOTA
It seems as a reaction of BJPs poor poll show in the post elections in various states. Although, ABVP called it as a step in the larger interest of democracy!
With the slogan of “Nation First,  Voting Must! “,  ABVP is all set to start the nationwide campaign against NOTA.
The decision was taken in the post national session held by ABVP.

The beginning of the new year marked the beginning of the DUTA’s anger over the non-action of the VC on the issue of the DU subcommittee recommendations on the UGC Regulations.
Earlier, it was witnessed that the meeting of the Academic Council was scheduled for 2nd January.
DUTA team protested outside the Jawahar Vatika which was later locked. The DUTA team was not allowed to go inside the VC office.
Delhi University professors were outside the VC office since early morning and waiting to meet him. Even, the elected Union of professors were not being allowed to go inside the VC office.

“With VC office doors shut for common teachers, no option was left but to give breakfast to the AC members through the fence.” said the teachers protesting.
Later, the AC members continued protesting inside the VC office while the teachers were in a strong protest outside.
DUTA plans another major protest on 8th and 9th January.  Their major demands include:
• Resolve reservation issue through Ordinance.
• Regularize/ Absorb Ad-hoc and Temporary teachers.
• Withdraw UGC/MHRD Letters of 3.3.2016 and 13.1.2017.
• Release pension.
• Remove the DU Vice Chancellor.

ABVP’s DUSU President Ankiv Baisoya was suspended from the organization pending an enquiry into his alleged fake marksheet.
Baisoya had secured admission in MA Buddhist Studies in July, and submitted BA marksheets from Tamil Nadu’s Thiruvalluvar University (TU) as qualifying certificates. He was elected as the DUSU president on September 13.
Soon after the polls, the NSUI alleged that he had submitted fake certificates.
The Thiruvallar University registrar also stated that Baisoya was neither enrolled in the varsity nor in any of its constituent or affiliated colleges. As soon as DU was yet to complete its probe in the matter by 20th Nov as per the orders of the High Court, ABVP’s Ankiv Baisoya himself resigned from the post and has also been suspended from ABVP organization.

Yesterday, ABVP tweeted “ABVP has been known for taking strict actions, unlike other organisations.
We thereby suspend Ankiv Baisoya from the organization till the inquiry is going in. We have also asked him to leave his post of DUSU President.”
Also, the same was confirmed by Ankiv Baisoya’s Facebook post.

Although,  the inquiry and high court verdict on the same is yet to come.

In response to this today, AISA and NSUI held a Joint Press Conference over his fake degree case controversial suspension from ABVP.

“It’s strange and shameful that the ABVP was in deep slumber for an entire two months period and woken up suddenly when the court’s judgement is at doors. ABVP is a perfect example of ruling and capturing power by all undemocratic means.” said AISA’s Kawal Preet Kaur.

“Now, We demand mainly two possibilities from DU Admin, either the President Runner up, Sunny Chillar made President under section 101 of the Representation of People’s Act 1951 or call for a Fresh Elections declaring nomination of Ankiv Baisoya null and void as he was never a student of the University. Also, strict criminal action against Ankiv Baisoya.” said, Ruchi Gupta AICC Joint Secretary and National Incharge, NSUI.

NSUI’s DUSU Secretary called it as ‘Institutional Capture’ by the RSS-BJP as DU admin deliberately tried to delay cancellation of Ankiv Baisoya’s admission to pass the 2 month period stipulated by Lyngdoh Guidelines for fresh elections. Also, he submitted a memorandum on the same to Delhi University Vice Chancellor today.

ABVP’s statement on the same is awaited.

Today, Delhi University Teachers Association participated in the University Bachao Rally from Mandi House to Parliament Street against CCS-ESMA rules for teachers, Tripartite MoU and freeze on recruitment process.

University of Delhi is facing an unprecedented governmental assault with attempts to impose the draconian Tripartite MoU, Central Civil Services (Conduct) Rules, and Essential Services Maintenance Act. These anti-teachers’ and anti-students’ provisions will seriously undermine free thinking and adversely impact academic and professional lives of both students and teachers.

Recent attempts by the MHRD to impose CCS (Conduct) Rules, 1964 on Central University teachers and ESMA, 1968 on Delhi University teachers is a blatant attempt to crush voices of dissent in the teaching community and facilitate the signing of the Tripartite MoU. The CCS (Conduct) Rules lays down stringent punishments for teachers who write anything critical against the government in any public forum. This gagging of teachers will in turn stifle the growth of students who would not have access to alternative views about the university system, higher education, polity and society in general which is so critical to their intellectual growth.

The UGC has also set up a Working Group on 4 Oct 2018 to study DU Act with the perspective of “relevance and uniformity in today’s context” including bringing Exam/Teaching/Learning/Evaluation under ESMA. This is undue interference in the workings of the Delhi University and is a way to silence the voices of resistance among teachers through stringent measures like arrest without warrant for teachers who go on strike. Teachers never go on strike unless it is absolutely necessary to save the University. And whenever in the past, they had to take such hard decisions, teachers have always worked overtime to ensure that students don’t suffer. And students too have given total support to such movements.

DUTA also fears that the DU Act may also be altered to allow for Autonomous Colleges and remove the right to democratic representation of teachers in Statutory Bodies in order to push forward the policy of making higher education entirely dependent on the market.

Due to stiff opposition and criticism, widely publicised in the media, Govt felt forced to announce that it had no intention of imposing ESMA. But the Working Group has not yet been officially withdrawn. The DUTA Demands that the Working Group be formally withdrawn.

The MHRD is forcing Delhi University to sign the Tripartite MoU in order to continue receiving funds from the UGC. In the guise of restructuring universities for the purpose of reform, the government is actually initiating privatisation and commercialisation of public funded institutions like the Delhi University. This will be detrimental to the growth and sustenance of students’ interests both in the short run and the long run. If adopted, its immediate negative impact on students will be felt through astronomical fee hikes. For, this Tripartite MoU is essentially premised on the reduced government funding and a transition from grant-based economy to loan-based economy through the Higher Education Funding Authority (HEFA). In the long run, such impositions will see the exclusion of economically and socially underprivileged students including girl students from the field of the Higher Education.

The DUTA demands the immediate promulgation of the Ordinance on Reservation Roster to restore the 200 point Reservation Roster taking the University/ college as an unit so that the constitutionally mandated percentages could be met and recruitment process can resume. Presently, the UGC/MHRD has imposed freeze on permanent appointments across the Central and State Universities. Over 1700 posts advertised in DU last year are about to lapse. The MHRD had promised to bring Ordinance after stiff opposition from DUTA and other joint forums against the Department-wise roster for teaching positions. The MHRD had promised to bring our Ordinance to resolve the matter and implement again the Roster treating College/University as a Unit. Any further delay in the resolution of the matter is unacceptable.

The DUTA expresses its dismay at the apathy of the Government towards demands for just service and working conditions. Even after a year of the announcement of 7th Pay Revision, teachers are yet to receive revised allowances and pension. No steps have been taken to find a resolution to the issue of pensions for retired teachers who have spent their entire lives serving the university. No progress in release of pension has been made even in those cases that are not subjudice, namely category 3 as well as the ‘options’ category who are in GPF with pension accounts/numbers for the last twenty years.

The DUTA will once again mobilise support from political parties and raise through them these issues in the Winter Session of the Parliament.
