After CBSE releases its criteria for evaluating class 12th students on Thursday, Delhi University’s acting Vice-Chancellor, PC Joshi said things have now become clearer for a large chunk of students looking to start college this year. He also added while the Education Ministry is yet to take a call on adopting a Central Universities Common Entrance Test (CUCET), DU is likely to start the admission registration process from mid-July.

Central Board of Secondary Education(CBSE) policy was submitted to the Supreme court and got its approval on 17th June, Thursday. According to the policy by the 13-member panel Class 12th evaluation will be given with a 30% weightage of Class 10th, 30% weightage of Class 11th and a 40% weightage of Class 12th scores. The results will be declared by 31st July.

“Things have now become clearer for a large chunk of applicants. Now I feel that looking at this, other boards are going to decide (their evaluation criteria), A good number of boards will take inspiration from the CBSE since it is the largest.” PC Joshi said.

He added, “I think by the end of July boards will start declaring results. Yesterday, we had a meeting and we plan to start registrations by mid-July.”

“The Education Ministry has not yet decided on it. There is always a possibility of (adopting) the CUCET,” said Joshi, who is a member of the CUCET committee which has submitted its report to the Education Ministry. He also mentioned that if the government approves the adoption of CUCET, it can be helpful but if it does not happen, marks given by the board shall be considered and like every year merit-based list will be created this year too.

In addition, Rajeev Gupta, chairman of DU admission Committee said, “CBSE has declared their assessment policy but we are also waiting for the state boards to declare their evaluation criteria for assessing the class XII students. If they also adopt CBSE’s assessment criteria, it is well and good. DU will start the registration process from July and the admissions from the middle of August but if the state boards delay declaring assessment process, the admission will also be delayed.”

“Since DU is a pan-India university, they cannot go with only CBSE’s results. We will have to wait for other state boards for fair and transparent admission and to ensure all students get admissions equally without any issue,” he added.

Gupta termed the CBSE’s criteria for the evaluation of Class 12 students a “good formula”. “From day one we had said that whatever the CBSE will decide, we will be happy to honour it. Through the formula they have given, the results will be declared in percentage form and that’s what we wanted. I don’t feel that we will have any problem,” he said.

Gupta also said, “CBSE is a big authority and we believe it and its policy. So, we don’t think there is a need for adopting any new formula”

DU releases a merit-based cut off every year for UG admissions based on students’ marks in CBSE and other boards. The varsity received more than three lakh applications last year for UG admissions.

Delhi University admissions 2020 may prove out difficult for students from north-east Delhi. DU professors say that students from riots-hit area may be in disadvantage in terms of admission. Delhi witnessed communal riots during late February.

Delhi University Admissions 2020: Riots-hit north-east Students At A Disadvantage?

The professors have asked different arrangement for these students. Due to riots, board exams were postponed for these students. It must be noted that 12th class boards have been cancelled for CBSE. Furthermore, the professors expressed uneasiness after CBSE announced declaration of results on basis of internal marks, project assessment.

One of the professor said, students will face problems as CBSE students tend to take internals unimportant.

Cancellation of few exams in North-East Delhi due to Anti-Citizenship Amendment Act (CAA) riots have increased problems for such students. The Board has decided to declare results on basis of the internal marks.

Datesheet released by CBSE for north-east Delhi students read exams to be between July 1 to July 15 for Science stream, as mentioned by Pankaj Garg, former member of Delhi University’s Academic Council. Additionally, he mentioned that exams for Physics, Chemistry, Biology, Mathematics, Computer Science and English are still pending for students from north-east Delhi. Moreover, he said that such students will be vulnerable as they will be evaluated on basis of internals. Students do not take these internals seriously, he further mentioned.

He suggested to have a different window for these students, for ones who will take exam at later dates. He further mentioned regarding the opening of universities. As per the current scenario, the same is not likely to open before October.

The registration for Delhi University started on June 20. The window will be opened till July 4. Till now, over 1.76 lakh students have already registered on admission portal. Almost 70,000 students have made payments for the same.

The University of Delhi may not conduct trials for sports quota admissions to the undergraduate programmes for the academic session of 2020-21 due to the coronavirus outbreak. Instead, the admission under this category will be granted on the basis of merit certificates.

For this year, the varsity is also considering the idea of not conducting admissions under certain Extra Curricular Activities (ECA) as no recognized certification body exists for the same. In the university, 5% seats are reserved under these two categories collectively in each undergraduate course.

Shobha Bagai, the head of the University’s admission department, mentioned that it is easier to ascertain the authenticity of sports certificates than ECA certificates. She said, “It’s a huge risk to call candidates to the campus for sports and ECA trials this year. Also, it will not be possible for students to travel from different states to appear for the trials. So, we are considering if admissions can be given on the basis of certificates issued by authorized sports bodies. In the case of ECA, there is no such system, and students sometimes submit certificates issued by residents’ welfare associations (RWAs) or local bodies. It becomes difficult to ascertain the authenticity of such certificates since we do not have any list of recognized bodies for ECA, unlike sports. Therefore, we have to see if, for a year, we can forgo admissions under ECA,” Hindustan Times reported.

In addition, Bagai said that since these seats are supernumerary in nature, it will not affect the total intake of courses. “Also for some ECA disciplines, we can try to see if a candidate can upload a video of his/her performance to obtain the admission. All these are being considered. We need to discuss these issues with our statutory bodies before taking a decision,” she added.

The University of Delhi offers admission under the sports quota in 27 disciplines including athletics, archery, badminton, basketball, cricket, football, hockey, judo, kho-kho, power-lifting, swimming, tennis, and wrestling, among others. While under the purview of Extra-Curricular Activities, there are 14 recognized activities such as creative writing, dance, debate, fine arts, music (vocal), music (instrumental), theatre, quiz, NCC, NSS, and yoga, among others.

Every year, under the sports quota admissions, candidates have to appear for trials in their preferred discipline. While the trials carry 60 marks, the remaining 40 marks are allotted on the basis of merit certificates. Under the ECA quota admissions, trials are conducted at two levels previously, carrying a weightage of 75 marks. While the remaining 25 were allotted on the basis of merit certificates. However, this year, due to the social distancing norms to control the spread of the coronavirus disease, the admissions department is considering this change.

Several teachers, however, are also hopeful for the betterment in the COVID-19 situation and opine that the University should wait till July to take a decision. “There is a possibility that things will return to normal by August and we may be able to conduct trials for sports admissions then. We can call students in small batches for the trials to maintain social distancing,” Pankaj Sinha, a member of the university’s sports council, said, as stated by Hindustan Times.

While some are of the view that instead of conducting centralized trials, the university should ask colleges to conduct their own trials. Rajesh Jha, a member of the Executive Council, University of Delhi, said, “It will help in maintaining social distancing. The administration should not forgo some ECA categories since many students who are not academically strong rely on their talent to secure an admission.”

The University of Delhi is likely to begin its admission process for undergraduate, postgraduate, M.Phil., and Ph.D. courses by June 8, according to a tentative admissions schedule, to be discussed at an academic council meeting scheduled for Friday, May 29, 2020.

The registration portal for merit-based admissions is tentatively scheduled to open on June 8 at 10 am and will continue till 5 pm on June 30. Following this, the first cut-off list for the courses is likely to announce between August 11 and August 14. Also, for this year, the university will completely go online with the admission process from registrations to cut-off to verifications of the documents.

University of Delhi insists Open Book Exams

However, DU officials said, the schedule will entirely depend on the declaration of CBSE Class 12 results and the coronavirus disease situation at that time. While the pending CBSE board examinations are scheduled to be conducted between July 1 and July 15, the board has not announced the dates for the results but they are likely to be declared by the end of July.

“During the registration period, the students have to select courses details, certificates, mark sheets if their results are announced. Further, a large number of students study in schools affiliated to CBSE, and due to lockdown and riots in north-east Delhi, Class 12 board exams were delayed and some were cancelled. So, keeping in mind the social distancing norms, the University has decided to make the admission process completely online,” said an official, the New Indian Express stated.

As per the tentative schedule for the session 2020-21, the online registration portal for admission to undergraduate programmes will be re-opened for updating the class 12 marks between July 31 and August 9.

After the announcement of cut-offs, the students will need to select a college, preferred subject, submit their scanned documents, and pay the fees online. Once the admission process is done, the university may provide the students a month to visit the college and get the documents. However, the proposal has to be approved by the Academic Council and standing committee.

As reported by Hindustan Times, Shobha Bagai, the head of the university’s admission department, said that the entire process will be online this year. “The admission process will be completely administered through the university’s online admission portal. There is no offline admission for any applicant. The students will not be called immediately to the colleges for the physical verification of certificates and completion of the admission process, like before. The colleges will verify the documents online to complete the admission process to avoid gathering of students in view of the COVID-19 pandemic,” she said, adding that the physical verification of documents will be done whenever the classes begin.

The admission for the first cut-off is likely to be conducted between August 11 and August 14 and under the second cut-off between August 18 and August 20. While the tentative schedule mentions that five cut-off lists will be announced for this academic year, there is likely to be a special cut-off under which admission will be held between September 8-9.

For the entrance-based undergraduate courses, the entrance exam will tentatively be held between July 27 and August 10. Similarly, the entrance exams for postgraduate courses, M.A., M.Phil. and Ph.D., will also likely to be held at the same time.

The Academic Council is also expected to deliberate on any changes to be made to the selection criteria under the sports and extracurricular activities quotas. “In view of the challenges brought about by COVID-19, any change in the procedures for the personal appearance of applicants for entrance examinations for ECA, sports and music as well as for the verification of certificates shall be notified in due course,” a draft UG Bulletin reads.

As the applicants of the 2019-20 session are keeping a keen eye on the changes and updates in the admission criteria, another change was set to arrive their way!
 
HRD Minister Mr. Prakash Javadekar, on Friday, announced that the ‘Entrance-based’ criteria would be followed rather than the usual ‘cut-off based’ one from this 2019-20 session onwards.
This move was to be made for all the undergraduate courses of Delhi University.
 
The DU admission committee was preparing on the minute details of the change to be followed up but the members could not reach to a consensus.
 
Owing to these issues,the Minister had to change his mind and the decision came out as Javadekar told reporters that-“For 2019-20, there will be no entrance test in DU and admissions will be conducted on the basis of Class-XIIth marks.”
