Delhi University admissions 2020 may prove out difficult for students from north-east Delhi. DU professors say that students from riots-hit area may be in disadvantage in terms of admission. Delhi witnessed communal riots during late February.

Delhi University Admissions 2020: Riots-hit north-east Students At A Disadvantage?

The professors have asked different arrangement for these students. Due to riots, board exams were postponed for these students. It must be noted that 12th class boards have been cancelled for CBSE. Furthermore, the professors expressed uneasiness after CBSE announced declaration of results on basis of internal marks, project assessment.

One of the professor said, students will face problems as CBSE students tend to take internals unimportant.

Cancellation of few exams in North-East Delhi due to Anti-Citizenship Amendment Act (CAA) riots have increased problems for such students. The Board has decided to declare results on basis of the internal marks.

Datesheet released by CBSE for north-east Delhi students read exams to be between July 1 to July 15 for Science stream, as mentioned by Pankaj Garg, former member of Delhi University’s Academic Council. Additionally, he mentioned that exams for Physics, Chemistry, Biology, Mathematics, Computer Science and English are still pending for students from north-east Delhi. Moreover, he said that such students will be vulnerable as they will be evaluated on basis of internals. Students do not take these internals seriously, he further mentioned.

He suggested to have a different window for these students, for ones who will take exam at later dates. He further mentioned regarding the opening of universities. As per the current scenario, the same is not likely to open before October.

The registration for Delhi University started on June 20. The window will be opened till July 4. Till now, over 1.76 lakh students have already registered on admission portal. Almost 70,000 students have made payments for the same.

Amidst Covid-19 pandemic, a petition has been filed in the Supreme Court to repeal the notification from Central Board of Secondary Education (CBSE) to conduct the remaining examinations of Class 12 from July 1 to July 15. Through the petition, concern regarding the safety of lakhs of students in the wake of COVID-19 pandemic has been raised.

The petition is filed by parents of some students seeking a direction to the CBSE for the purpose of declaring the results on the basis of finished exams.

The petition raised concern regarding the safety of lakhs of students, saying they might be exposed to COVID-19 infection. It urged the Supreme Court to revoke the May 18 notification of the CBSE through which the date sheet for remaining exams of Class 12 was declared.

The petitioners asserted that they will demonstrate to the court the “extent of discriminatory and arbitrariness conduct of the respondent/CBSE in issuing the notification for holding of the remaining examination and that too in the month of July 2020 wherein as per the AIIMS data, the said COVID-19 pandemic would be at its peak,” reports, The Hindu.

“Ensuring proper cleanliness and safety standards as prescribed by the concerned government in COVID-19 situation in those 15,000 exam centres spreading over length and breadth of the country including rural sectors would not only be risking health and life of children but also would be an exercise in futility and an eyewash,” the petition asserted.

The petition also alleged that considering the gravity of COVID-19 pandemic, the CBSE has cancelled the examinations of Class 10 and 12 for its around 250 schools situated abroad. It has adopted the mechanism of awarding marks on the basis of either practical exams conducted or the internal assessment marks.

“It is highly regretful that the respondents (CBSE and Ministry of Human Resource Development) herein have no genuine concern about putting the lives at peril of all the students pan India and have no explanation whatsoever in insisting upon holding the said examination in India,” claimed the petition.

During this epidemic period, CBSE is trying it’s hard to get exams done for remaining students. Here is the FAQs from CBSE which will be in the mind of students who are going to appear for it. Following are the most asked questions regarding the Examination Centre and Hall.

CBSE Examination Halls

  1. Examinations would now be conducted in the respective schools of the candidates instead of the examination centre already allotted.
  2. CBSE will allow change of examination centre in respect of candidates who have shifted and are residing in some other district in the country than the place of their school.
  3. FOR CHANGE: Students who were · residing in hostels · Students sponsored by State Governments or · Students who have shifted from the district of their school to some other district within India.

What are the important points before applying for the change in centre.

  1. Change of centre in the same district will not be allowed. NCT of Delhi will be considered as one district for this purpose hence change of examination centre from one district of Delhi to another district of Delhi will not be permitted.
  2. Change of examination centre will be allowed only in the district in which the applicant has shifted to, and in which CBSE is having affiliated schools. Provided, in case, a student is presently staying in a district in which there is no CBSE affiliated school, an examination 2 centre in neighboring district will be allotted.
  3. In the containment zone, no examination centre will be permitted. In case of schools falling in containment zones as on date, examination centre of the students of these schools will be allotted outside the containment zone.
  4. Private candidates (2nd chance Compartment, Failures of previous year, Improvement of Performance, Additional subject, Female candidates of NCT of Delhi, Visually Impaired candidates) and Patrachar Vidyalaya candidates who have not shifted from their district of examination centre to any other district in India will be required to appear for the examination from the allotted examination centre from where they have appeared earlier upto 18.3.2020.
  5. No examination will be conducted for the students studying in CBSE affiliated schools situated outside India(abroad) because of restrictions imposed by their Governments. Their result will be declared as per the assessment scheme to be decided by the Board.
  6. In case children with special needs availing the facility of scribe do not wish to appear in the forthcoming examination because of noncompliance of social distancing norms, their result will be declared as per the assessment scheme to be decided by the Board. · Last date of any activity will not be changed under any circumstances. · Once option is exercised by candidate/school for change of examination centre, no change will be allowed thereafter. · No request for re-conduct of examination will be entertained

Request to CBSE will be denied.

    1. Students who may have requested CBSE to change their examination centre will have to make a request to their own school.
    2. No request for change of examination centre should be sent to CBSE directly by the candidates. Such requests will not be entertained.

 

Who are Private Candidates?

  1. Candidates appearing for 2nd chance Compartment, ·
  2. Failures of previous year
  3. Improvement of Performance
  4. Additional subject
  5. Female candidates of NCT of Delhi
  6. Visually Impaired candidates appearing as private candidates and
  7. Patrachar Vidyalaya candidates of Delhi

CBSE asks students to personally check the location of the examination centre to avoid delay in reaching to the centre on the day of examination. The Board has helped with App which is available at Play Store. The name of the app is ‘Examination centre locator of CBSE’. CBSE informs that certain schemes are still left to be prepared and some will be shared soon.

Students who are residing out of India during this period, if desired than can appear from any district of India. There is no conduction of CBSE exams other than India.

CBSE also asserts students to reach out to their school first for any change or help, it will be better for them only to sort their problems as soon as possible. CBSE has provided links and call numbers.

After the resumption of the pending class 10 and 12 board exams between July 1 to July 15, children with special needs (CWSN) availing facility of the scribe can choose not to appear for these exams as it will be difficult to comply with social distancing norms and their result will be declared as per an alternative assessment scheme, the Central Board of Secondary Education (CBSE) said.

The Board grants several exemptions to children with special needs in accordance with the Rights of Persons with Disabilities Ac, 2016. “In case children with special needs availing the facility of scribe do not wish to appear in the forthcoming examination because of noncompliance of social distancing norms, the students can inform their respective schools and their result will be declared as per the assessment scheme to be decided by the board,” a senior board official said, as stated by Hindustan Times.

“In addition to extra time, scribe or reader, computer or laptop (without internet), from this year, we had also allowed the use of basic calculators for candidates registered under the CWSN category,” the board official added.

The total number of students under Children With Special Needs (CWSN) categories including visually impaired, dyslexics, muscular dystrophy, locomotor impairment, dwarfism, and others, are 6,844 for class 10 and 3,718 for class 12. While the Class 12 exams will be conducted across the country, the Class 10 exams are only pending in North East Delhi, where they could not be held due to the law and order situation in the wake of protests against the Citizenship Amendment Act.

Educational institutions across the country have been closed since March 16, 2020, when the Centre announced a nation-wide classroom shutdown as part of the measures to contain the novel coronavirus outbreak.

CBSE will only conduct the pending exams in 29 subjects, which are considered crucial for promotion and admission to higher educational institutions. The Board has also decided that no pending exams will be conducted in foreign countries. However, it is yet to announce an assessment scheme for the examinations that are not being conducted for foreign students and children with special needs.

The Central Board of Secondary Education (CBSE) has resumed the tele-counselling services for the pending board examination of class 10 and 12. These pending board exams will be held from July 1 to July 15, 2020, across India. The psychological tele-counselling services will be available for seven days a week from June 1 to June 15, 2020, and the timings would be from 9:30 am to 5:30 pm.

This would be the fourth time this year that the CBSE Board will be providing the psychological counselling facility. And while the board is not holding any exam outside India in countries like the Sultanate Of Oman, Singapore, Qatar, UAE, Saudi Arabia, Japan, Nepal, Kuwait, and the USA; the tele-counselling service will continue there.

The Board claims that the helpline will have two features:- Interactive Voice Response System (IVRS) and live counselling. Students can avail of the toll-free facility at 1800-11-8004. “While general queries will be answered by tele-operators, 73 counselors and principals will be available for live psychological counselling in India. Although the board will not hold exams in foreign schools, 21 volunteer principals and counselors will however remain available for students outside India,” CBSE said in an official statement.

“The widespread COVID-19 has severely impacted lives and systems across the world. It has prompted the board to provide help for the mental well-being of students and parents amidst cancellation of exams, disruption of regular schooling, and compulsory lockdown,” the official statement added.

The board will continue to provide the IVRS facility as it has the inherent advantages of accessing pre-recorded information anytime, anywhere, and even multiple times. The students or parents can get information on board exams including tips for better preparation, managing exam anxiety and time, contact details of CBSE offices, FAQs. Additionally, the Board will also provide FAQs on exams during coronavirus, COVID-19 daily protocol, learn from home in COVID-19 tips among others.

The Board had earlier started the 23rd CBSE annual pre-exam psychological counselling from February 1 this year. It provided pre, during, and post-board exam counselling, however, since the exams are being re-conducted, the facility has also been revived. The board further provided psychological counselling to the students stranded in hostels of affiliated schools from April 1 to April 14 to mitigate students’ problems and ensure their mental well-being in times of uncertainty. “A dedicated additional free of cost CBSE helpline for students and general masses was also pressed into service during the Lockdown period primarily to create awareness and deal with the coronavirus pandemic,” CBSE claims.
