NET Cancellation: Students are enraged!

On 19th June 2024, the Ministry of education declared that the UGC NET Exam that was conducted on 18th June 2024 shall be cancelled. It clarified that speculations are there regarding the integrity of the exam which could have been  compromised. Education minister Dharmendra Pradhan ensured that there were some security breaches in some regions. Those who are involved in this case will be punished. This matter has been reported to the CBI (central bureau of investigation) and there are allegations of paper leaks in these cases. 

This is after the alleged NEET paper leak scam that this big decision has been taken. This has a lot of ramifications involved in the case. A high-level committee has been established to probe into the matter. The Minister admitted that the investigation revealed that the question paper was leaked ‘in the darknet’ and added that the question paper that was circulated on the social media platform, Telegram, matched with the original question paper.

Situation  

 A total of 9,08,580 students appeared on Tuesday (June 18) Which was held for Junior research fellowship, appointment as Assistant professor and admission to Ph.D. 

On 19th June 2024, the University Grants Commission (UGC) received certain inputs from the National Cyber Crime Threat Analytics Unit of the Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs on the Examination. These inputs prima facie indicate that the integrity of the aforesaid examination may have been compromised 

Thus, it is a very unfortunate situation in the case where the future of a lakh students is at stake. It is high time that the stakeholders and authorities take viable actions to prevent such paper leaks scam to have a level playing field in the examination. Compromising the sanctity of the examination is something of a serious issue that requires urgent limelight. Students are demanding strict actions regarding the same.

Delhi University students can apply for confidential result

Delhi University (DU) students applying for further studies or jobs will now be able to get their “confidential result” online before the official declaration, the university has said in a notification.

Dean Examinations D S Rawat said the process had been “streamlined” to make it more effective.

To apply online, students will need to submit an application that should “clearly mention the reason of requirement of confidential result”, along with the “offer letter that indicates the requirement of result”. They will also need to submit the copy of each semester’s marksheet, admit card, and fee receipt of Rs 500.

Rawat said DU would “try” to issue such results by the end of July. “We have asked students to request their institutions to extend the date of submission of result, given the unusual circumstances due to the pandemic. But if it doesn’t work out, I am willing to write to them as Dean Examinations, and request the same,” he said.

The whole process has been made online. There is no need for students to visit their colleges. The last date for applying is July 3, and for principals to forward it to the university, the deadline is July 6. We did this as last year we had issued around 650 confidential results, but received 4-5 times the number of applications, many of them with incomplete details. This delays the whole process,” said Rawat.

In the notification further read , “Generally it takes 2-3 months’ time to complete the evaluation and declare the result, so students are advised to request the concerned universities/institutions to extend the date of submission of result. Students are advised to talk only to the Nodal Officers of the respective colleges regarding confidential result or result related queries.”

Delhi High Court on Thursday asks Delhi University to submit before it the details of the upcoming mock tests.

Earlier the university informed the court that it is all set to begin the mock tests for its final year students from July 27.

“On the next date, we would like to know how your (DU) mock tests went. Give us the entire data on the mock test, and how many students participated,” said a division bench of Justice Hima Kohli and Justice Subramonium Prasad and deferred the matter for further hearing on July 28.

The court mentioned that several petitions had been filed in the Supreme Court, challenging the University Grants Commission’s (UGC) decision and its examination guidelines.

The Delhi High Court has been hearing the petition filed in connection to the final year examinations of DU, including the one filed by the  National Federation of the Blinds.

On Thursday, the Supreme Court informed that in coming days it will be hearing the plea challenging the UGC circular dated on July 6 and intending the cancellation of the final year exams, keeping in view the prevailing health crises.

After Delhi Government decided to cancel final year exams of all universities and colleges under Delhi state govt., Delhi CM Arvind Kejriwal on July 11 asks PM Narendra Modi to intervene and direct UGC and MHRD to cancel final year exams of all Central Universities including DU, JMI and JNU, considering the prevailing COVID-19 situation in the country.

In his letter written to PM Modi, Kejriwal said, “For the sake of our youth, I urge the honourable Prime Minister to personally intervene and cancel final year exams of DU and other central government universities and save the future”.

“If institutes like IIT and NLU have already awarded degrees to their students on the basis of internal assessment, then why can’t other universities do the same?” the Chief Minister asked.

Through his letter CM urged the centre and UGC to amend their guidelines for the larger benefit of the students and save their future by cancellation of their last semester exams.

“Global universities have also awarded degrees on basis of internal assessment in the time of pandemic” he pointed out.

“Since no studies took place this semester. It was not possible to hold exams. So we have asked universities to cancel exams and promote students on basis of past results or progressive method of evaluation,” Mr Sisodia, who is also Delhi’s education minister, was quoted by news agency PTI.

Delhi Government issued guidelines for cancellation of exams in universities under their governance which includes Guru Govind Singh Indraprastha University, Delhi Technological University, Ambedkar University and Indra Gandhi Delhi Technical University for Women.

Earlier, UGC “revised” its exam guidelines suggesting the conduct of final year exams latest by September.

Delhi University on Tuesday had informed HC that it is all set to conduct the OBE for its final year students. A day later of informing so, the university decided to postpone the exams till mid-August. DU website glitch

DU submitted before the court that the decision came after a meeting on Tuesday among the University officials, University Grants Commission (UGC) and MHRD, that the exams have been shifted.

Justice Pratibha M Singh remarked “just see how you are playing with the lives of children.” Till Tuesday, the judge said DU had claimed that it is all geared up to conduct online exams.

The university, through senior advocate Sachin Dutta, then told the court that during mock tests, more than 4.9 lakh question papers had been downloaded and attempted, and 4.7 lakh files uploaded successfully, showing that the students were able to access the mock tests as well as upload the documents.

“You were not fair with the court about your preparedness for holding the online examinations. You are saying you are ready but the minutes of your meeting shows to the contrary,” Justice Singh noted, while hearing petitions by several final-year DU students seeking withdrawal of exams for final year students including SOL and NCWEB.

UGC said that it has allowed universities to conduct exams for final year students as per their convenience provided September is the deadline.

DU students have urged their university to grant them degress after evaluation based on past performance.
